National Monitoring Mechanisms on Prevention of Illegal Child Labour
In Uzbekistan with the aim of monitoring of prevention of worst forms of child labour the system of state institutions was created:
First. In the framework of the Government there is Complex of Protection of Family, Motherhood and Childhood that is headed by Deputy Prime-Minister of the Republic of Uzbekistan which coordinates activity of state bodies and management on issue of implementation of child rights guaranteed by Constitution;
Second. Within the Cabinet of Ministers of the Republic of Uzbekistan Special Commission on Affairs of Minors headed by the Attorney-General of the Republic of Uzbekistan was created whose competence consists of dealing with almost all issues connected with place of child in society, including monitoring on prevention of worst forms of child labour;
Third. Within the system of Ministry of Labour and Social Protection of Population State legal inspections of labour and Inspections of labour protection were created in every district of Uzbekistan and which provide monitoring on prevention of violation of labour rights of child.
Particularly noteworthy that there are active non-governmental organizations, social foundations, institutions of civil society and international organizations is that in the sphere of the protection of child rights and prevention of children’s involvement in worst forms of child labour in Uzbekistan that reach out to almost all issues of child rights in the prosperous physical, spiritual and intellectual development.
Powerful mechanism of counteraction to child labour excepted by international community is the implementation in Uzbekistan of reforms in education system that foresees 12 years compulsory education for all children in the county. Country’s expenditures to education have a scale unprecedented in world practice: in the last years Uzbekistan annually invests to education sphere over 10% of its GDP or 37% of the State budget. Today Uzbekistan is one of few counties in the world where average duration of education is almost 12 years and age for finishing compulsory education is over 18. It becomes clear what an enormous potential of qualified personnel and human capital Uzbekistan possesses.
Literacy rate in Uzbekistan as of figures of World Bank is one of the highest in the world with 99%.
Scale system of social protection of population that includes developed infrastructure of institutions of social protection of population, the system of material assistance to families, the system of guardianship and trusteeship, is also important factor of counteraction against worst forms of child labour. In Uzbekistan such social phenomena as “neglected child/ gutter-child” is almost eliminated which is the main factor that generates worst forms of child labour in many countries.
